Since the start of the pandemic, over 1.3 million households (nearly one in five New Yorkers) have fallen behind on their utility bills. And with home heating costs expected to spike even more, it's important to know that there is help available right now if you are a low-income household and behind on your bills.

Home Energy Assistance Program

Home Energy Assistance Program (HEAP): HEAP helps eligible New Yorkers heat and cool their homes. If you are eligible, you may receive one regular HEAP benefit per program year and could also be eligible for emergency HEAP benefits if you are in danger of running out of fuel or having your utility service shut off.

Energy Affordability Program

Energy Affordability Program: New York State’s Energy Affordability Program (EAP) will provide a credit to save money on your utility bill for qualifying customers. 

If you are a low-income household but not currently enrolled in a qualifying benefit program, contact the Department of Social Services as soon as possible to apply for one. Once you receive an award letter from a qualifying benefit, you can enroll in the EAP program.
